“Homeowners are in financial limbo” - Keogh calls for clarity on Defective Concrete Block Scheme Review

Fine Gael Mayo TD, Keira Keogh, raised urgent concerns in the Dáil yesterday regarding the Defective Concrete Block Scheme, calling on the government to provide clear timelines for a planned review and the implementation of retrospective grant increases.
Speaking in the chamber, Keogh welcomed the commitment in the Programme for Government to reviewing the scheme but pressed for a concrete timeline.

“This review is critical for affected homeowners, particularly those in unique circumstances,” Keogh stated. “I know of retired couples facing ill-health who simply cannot endure the toll of a full rebuild. They need certainty on whether the grant will remain intact for future owners if they decide to sell instead. Others, like those in Páirc na Coille in Westporrt, whose foundations are currently not covered, are anxiously waiting to see if they will be included once the review is completed.”

Keogh also highlighted the situation of 1,644 homeowners who commenced their rebuilds under the previous scheme’s lower grant rates. While the government has assured them they will receive the new higher rates retrospectively, this requires an amendment to the Remediation of Dwellings Damaged by the Use of Defective Concrete Blocks Act 2022.
“These homeowners are in financial limbo. The Minister for Housing has indicated he will bring this amendment forward for Cabinet approval in the coming weeks, but affected families need a clear timeline,” Keogh said. “The financial uncertainty is an added burden to what is already a physically, emotionally, and mentally exhausting crisis.”
Keogh urged the government to provide immediate clarity on both the review and the legislative amendment to ensure affected homeowners are not left waiting any longer.
